Shipping, Payment, etc don't show in extension tab

Hi everybody, I'm new to opencart, I really like how simple it is to use it and modify it but I have an issue since i'm trying to configure shipping and payments and noticed that in the extension tab I think I don't have everything that's suppose to be there see screenshot : http://imgur.com/a/JbRFD

Notice that the shipping method is reapting itself a lot of times, not sure if its normal.

Let me know what you think the problem is !

Do you have a mod installed? That doesn't look like a default 2.3 installation to me. Try uninstalling anything you may have installed, or start with a fresh installation, and see if the issue still occurs. If it does in a default installation, report it in the 2.3 bug topic.
