Opencart - "Confirm Order" button not redirecting to PayPal

Hello,

I have an eCommerce website running on the OpenCart platform here:

On the Rwanda site everything works fine, and when you "Confirm Order" it redirects you to the PayPal page with the proper amount in USD.

On the Burundi site, when you click "Confirm Order" the webpage just hangs and doesn't load anything.

The 2 websites are essentially the same, so I want to know why it worked for one and not the other.
