Add Merchant system

Hi, I'm a newbie here. I would like to seek for your opinion which extension is suitable for my case as below:

I'm using opencart 2.2.0.0. I would like to allow merchants have their own admin panel login to manage their own products.
All products must be approved by admin in order to show in front-end. Payment will go to admin. Then, admin will release the money to merchant. Email notification for the transaction is required, whenever there is an order, payment status change, shipping and so on. Is there any free extension I can use?

Which extension should I use? merchant, vendor or marketplace?
Please advise.
