You might be able to do this using shortcodes. Search the extensions store for it - there is documentation on how to create your own.
Running Opencart v3.0.3.9 with multi-stores and the default template from https://www.labeshops.com which has links to all my stores.
I tried shortcodes but couldn't get it working.
I guess there is a gap in the market for anyone to make a mod that can do this as it means variables such as flat delivery rates can be embedded into the product description (?and other texts?) so that they do not have to be re-written every time the value changes.
I'm a newbie here..is this something I should post into the suggestions section of this forum?

However, if you wish to have the idea to be developed in a faster rate, since the feature requests section is provided without guarantee of considerations, you could also post your request either in the extensions support (typical request) or into the Commercial Support (more serious request) section of the forum to be done as a custom job.

BTW OC is a great product. Great to start from zero cost and then add mods as sales pay for them.
Perfect for start-ups. I have already purchased one mod and it works well.
