I was adding some VQMods to my cart and when I was finished, my site was in Maintenance Mode. I researched 'OpenCart Automatic Maintenance Mode' and found that when refreshing Modifications, OpenCart puts the site in Maintenance Mode, but when the refresh is done, it turns Maintenance Mode off. However, supposedly there is a bug which causes it not to turn it off. So I went to System | Server| Maintenance Mode and checked No and clicked Save, and I get the
'403 Forbidden Access to this resource on the server is denied!' error.
I applied the OCMod fix for this specific bug, and that does not work either.
I also removed all Extensions, VQMods, OCMods and still get the 403 error.
(And, BTW, every time I apply a VQMod, I check the Log File for errors, and there were none. And I've applied these same VQMods to 2 other sites without this issue.)

I found a way to force Maintenance mode off through the database.
Access cPanel | phpMyAdmin, go to the 'setting' table, find the field with the key 'config_maintenance', and change the 'value' entry from 1 to 0.
While my store is no longer in Maintenance mode, this still does not correct the bug that doesn't allow me to toggle Maintenance Mode in System | Settings| Server. I still get the 403 error when trying to save Settings.

It is not bug as you have multiple issues with your install.
Of this is a clean install then I suggest a re-install.
