Disable displaying Qty field on product page when Download

It does not make sense, to me, that the end user can select a qty when the product is downloadable. I believe what should happen is that if the 'Minimum Quantity' and 'Quantity' are set to zero in the product setup, along with 'Subtract Stock' set to zero, then the option to input a quantity to add to your cart is not allowed.

Can anyone point me to the code change for product.tpl that will create the desired behavior? My OC version is 2.1.0.2. Any assistance would be greatly appreciated.
