I have been looking at OC 2.1.0.2 in the hope that I will find an easy way to place text between the search bar and the banner on the homepage. I think I have found the location at Home/Information (with the OC admin page) and I have created a text labeled as 'Who are We?' in the Information Title. In the Description text box I have written a short description of who we are as a company. I finished off the General tab and the Data tab. On the Design Tab I have Stores set to Default and the Layout Override is set to Home.
Now, here is where I run into a dead end. I have no idea on how to have the text description display between the search entry and the banner. If anyone can explain the magic to me I would be greatly appreciative.

did you mean between search entry and logo? if it is then you gonna get a custom modification for this, "Who are We?" perhaps you mean "About Us"? you may take a look at admin->Catalog->Information->About Us but with this it will only show on your footer(below)

I got almost what I needed by creating a HTML Content module then I simply change the sort order form my layout. Now the 'Who are we' text shows up below the slideshow and above the footer of the page. But, thanks for the feedback just the same.

Thing is there are no module positions(only top content, left,right,bottom) in that area unless you're using an extension for this.
