OC 2.1.x Reward points available offline at checkout!

Hi,

I created a new store, hoping that it will fix the problem to start from scratch with OC 2 without any of my extensions, just my DB:
When you checkout as a guest, a fixed number of usable reward points shows!
This number does not change regardless of products in the cart. It only disappears if the product in cart has no points attached to it for redemption.
(I had the problem already with 1.5.6.4 and deactivated the use of reward points)

See attached, browsing as a GUEST (not logged in):
- When product can be redeemed with points, rewards automatically shows a fixed number at the bottom
- When product has zero as redemption points, rewards disappears (quite logical but it should not appear at all as a guest by definition)

Thanks for anyone to help me with this absolute show stopper... I could not find such a problem anywhere in the forums, I am quite puzzled here.
