How many payment methods have you setup and activated in your admin?
Are your GeoZones configured correctly?
Are your Taxes configured correctly?
Are your Customer Groups configured correctly?
Once all these parameters are setup and your payment method minimum price defined, then the available payment methods for each Cart will be triggered. If nothing is triggered that means that your Payment methods are not matching the criterias defined at checkout.
Do some tests with free methods: Free Shipping, Free Order, COD, Cheque etc..
Then test your main Payment Methods ...
