Shipping both out-of-stock + in-stock in cart

What do I seek:

When client adds a pre-order (or otherwise out of stock) item AND an in-stock item to cart, the chosen shipping method on the check out page should be appended by the following choice:
- pay once and receive your order only when the out-of-stock item becomes available
- pay double the shipping price and receive your in-stock items first, then out-of-stock items when these become available

This should also be noted in estimate the shipping cost module.

I couldn't find a related plugin. I imagine this would require manual editing of each shipping method module, or applying a vqmod to them.
