Native "Coupon" Order Total - Only discounts products

Hi,

I activated the native "Coupon" order total.

It's only gives discount to the products, not payment fee or shipping fee.

Is this how it is supposed to work?

Also, if this is the way it works by only discount the products.

Does anybody know a coupon order total that discount; products, shipping fee & payment fee ?
