Mechanism for Customer Branch orders

Hi,
I have a client who wants a solution to have his customer orders approved by a manger first so they know what is being sent to the branches?

I tried looking in the extensions area but it almost near impossible to find what you need.

Sorry I am new to OC but worked with other solutions before in eCommerce.

Someone did reply with the following; "You can authorize payments instead of charging them directly, then approve/deny the order only charging the ones you approve. Then just change the language on the cart to let customers know that the order has been submitted for approval, etc." . Not sure how or what they we're referring too but hoping to hear back with an answer soon.
