Module To Use Reward Points To Enter Contest

I have been looking around for a module that will allow a user to use rewards points to enter a contest to win something or other and I have found nothing. What we are doing is giving a vintage car away to the winner twice a year, maybe every quarter depending upon how successful the promotion is; where the problem comes is trying to stay within the confines of the law, meaning if someone buys an entry ($) to win the prize, even if it's called a contest, it is still considered a raffle, which in this and most country's is now days illegal.

My solution was to use reward points to enter the contest, X amount of points = one entry... since no money is changing hands for an entry into the contest, it is, according to my attorney, legal.

Has anyone heard of a module that would facilitate this?

If, according to your attorney, this is a legal statement, perhaps you should contact your payment gateway / offline payment processing call center to justify the facts and see if they finally agree for merchants to establish groupon websites. As you mentioned above, in most Countries, this tactic is illegal indeed.
