I'm wanting to offer free shipping to service men no matter where they are in the world but still have international shipping rates on all other orders. The only common factor in a military address is that for the city they use (AP0 AE) so my thought is to create a rule, if the city = APO AE then offer free shipping. What I don't know is, what would be the best way to go about this. My first thought was to maybe create a new zone or edit a zone but I wasn't sure how that would effect the overall address. Any ideas? I'm open to suggestions.

Formula-Based Shipping has City and Postcode rules, so you can apply a flat rate (or other charge) for individual cities or zip codes.
