Opencart is a framework-type construction, there is NO such thing as a FINISHED HTTP Header / Footer Section. And because of this, it's not possible, to modify those parts by use of a simple HTTP Editor Tool.

There is not an extension for this. Some extensions can add or remove some links but if you want to make it custom you have to create another theme and change the header and footer tpl files.
Removing links is easy but adding new ones can be a little difficult if you don't have a good knowledge of Opencart structure.
