NEED CUSTOM WORK

I need an extension that will allow me to charge a fee, by customer group, based on the shipping address selected (default or non-default). For example, we charge a $4 fee for dropship orders (when a retailer purchases from our store to send directly to a customer). So, if I am a customer in the 'wholesale' customer group and I purchase a product but want it shipped to an address that is not my default address, $4 should be added to the price of the order. If I choose my default address, no additional fee.

Must support multi-store as this will only be valid on my second store for my wholesale customer group.
