My client wants to not allow USPS on Vietnam, Indonesia, and Thailand. How is the esist way to do this? Maybe I am missing something?

UPS has a geo zone setting, so you need to create a geo zone that includes all countries except those three, and then apply it to the shipping method.
Otherwise, if you don't want to have to take the time to set up a geo zone for every country except three, you could use Restrict Shipping Methods to limit it to a particular geo zone. It includes an "is not" comparison choice for Geo Zone rules, so you can just make a geo zone that includes the three countries, and then use that in the rule.
