Error messages start appearing in home page

Error messages such as follows appear when I go to to my website and also appear in admin panel. I cleared cache in system folder, and errors disappeared temporarily but now they appear again. How should I fix it?

Your SHOP CACHE Sub File Content cannot be cleared out, because the Sub-Program has not
sufficient ADMIN Handling-RIGHTS, or wrong Server Settings, to achieve this.
So, first, make sure CHMOD of the CACHE Directory is set correctly.
