When a user has a server that does not have FTP access (e.g. SFTP only access), deploying an ocmod.zip is much more difficult, if not impossible in some cases. The user has to rename 'install.xml' to 'install.ocmod.xml' and, if there is a 'install.sql' or 'install.php', then they are completely out of luck.

Users should be able to manually install ocmods. The user would have to upload the 'upload' directory over SFTP and then upload each individual 'install.whatever' file via the admin. If would be a LOT simpler to just not care if there is a '.ocmod' sub-extension and simply look to see if there is a '.xml', '.sql', or '.php' and execute code accordingly.
