Prevent Shipping to Certain States/Zones

I would like to - for the time being - prevent the shipment of all orders to New York State. They have not yet processed my authority to collect sales tax, and I am tired of waiting to open my store.

I have disabled New York as a zone, and have enabled my payments (Paypal Standard) only for a Zone defined without New York in it.

However, upon testing I am quite able to place an order with a New York Shipping Address. I am very new to Opencart so any suggestions are welcome.

You'll need to restrict your shipping method to the non-NY geo zone as well. If your shipping extension does not have a geo zone dropdown, or you need to restrict it to multiple geo zones instead of just one, you could use something like Restrict Shipping Methods to do that.
