Block specific item sale to specific geo area, state, etc...

certain states, cities, countries, municipalities, etc, might restrict sales of specific items

is there a way to block the sale of X item to Y geo-location?

like, Item 123 may not be sold to California address?

also, what if the billing and shipping addresses are different?

could you block the item if either the billing or shipping address is one of the restricted zones for that particular item?
