Trying to alter: Please select the preferred shipping method

Hi all, I am trying to alter the "Please select the preferred shipping method to use on this order." within the Checkout, but without success.

I changed the text on line 29 in checkout.php within the catalog/language/english/checkout folder, but this alteration does not appear on the Checkout page.

Am I missing something obvious here?
