We are using Coupons for Pre-Paid downloads. In other words, the customer has already purchased a Code for a specific amount, which we are calling a Coupon Code (is a Voucher more appropriate for this use?)
The customer needs to be able to choose products to download and be able to use the coupon multiple times, if they like, to complete the amount of the coupon.
Right now, the coupons codes are working for amounts less than the coupon value, but after checkout is complete it shows that there are no downloadable items ordered.
Any ideas on how to fix this?
Never mind. I got it figured out.

for anyone else who might be having this issue, if your customers have the ability to "free checkout" with a coupon that is worth more than the amount of their purchase,
In Extensions > Payments > Free Checkout, you must set the "order Status" to "Complete" and the "Status" to "Enabled"
