Possibly browser issue.
Hard refresh the browser, ctrl + f5 on windows
Try several browser to ensure either it's your browser issue or OpenCart issue

I have tried 3 different browsers and the error still.

I guess it is related to a javascript error.
Have you ever called the page with FireFox and FireBug (for example)?
Then you should see a message - or more.
