The voucher system does not work very well it seems at least when using currency other than default.

If customer buy a gift voucher, it all goes well until he have to pay for it, he just cant, getting a message that something like the amount is too small, but it is withing the value set in admin?

Well this one is kinda wild, OC adds up several vouchers with different codes and they are tied to a ghost order kinda?
