Different Checkout for customer group

Hi I need help.

I need to make 2 type of checkout process. Based on customer group.

1. Customer Group "Default".
On website, they can view all the catalog product complete with the price and stock.
They still can put product on the shopping cart. But They can not do the checkout process.
So in the Shopping cart page the "checkout" button will replace with "Enquiry" Button which will have action convert the shopping cart details become tabel that will be send as enquiry order to admin email.

2. Customer Group "Reseller"
On website they can have normal privileges such as price discount, etc which already set before in the admin page. The Reseller can checkout as normal process.

Is it possible to do this? please help...
