Minimum order qty only works if add to cart from product page!
If a product has lets say min order of 5 and you add that product to cart from say a category page it adds 1 item rather than minimim of 5

Mine is the same you can add one from the category, but if you try to checkout you get a warning telling you that there is a minimum order quantity.

It seems that you are using a custom theme which has bug with minimum quantity. You should contact to the developer of the theme to take a look at it.
