Hi,
I am new to OpenCart and seem to be having a little bit of a hard time.
I am trying to get there to be a "Landing Page" after you click on a category in the header which then presents the multiple subcategories. When a subcategory is chosen the actual products should be shown.

Is this already available on OpenCart or if not is there an add-on I can use?

Im having no luck so far...

It already does this by default. Just create a top level category and subcategories under it. Then just assign products to the subcategories.

Running Opencart v3.0.3.9 with multi-stores and the default template from https://www.labeshops.com which has links to all my stores.

Yes, I see that now but how do you make the Category name clickable in the header? The way it is built you need to click on "View All" which is the bottom option.

Hmmm must be a 2.0 thing since I haven't switched to it yet.

You should be able to edit your header.tpl file to make the link clickable.
