Shipping error in shopping cart

Hi

I have an issue with the shipping section in shopping cart.
I have had a customer try to buy items but get to fill out everything on shopping cart. Then they get an error message

THERE IS NO SHIPPING OPTION AVAILABLE.
I got one for Spain as well.

I have no problem before perhaps not aware.
I have shipped to UK, Japan, Australia.

I use either USPS or FEDEx.

Please help

Did anyone ever come up with a solution to what was causing this?
What was the fix? I'm seeing the same error.
