Only one country option available under local

I have my setup so that only products can be sold to the UK so all countries are disabled accept for UK.

The shop is in a different country to the UK(slovak republic) so I want to set up the local settings for the shop to that country.

Now if I go to system>settings>local and want to choose a country for the shop then the only option there is UK.

If i enable just one extra country on top of uk under localisation>languages then all options are available under system>settings>local

It should be possible to choose a different country under local than the ones I am selling to.
