If you want to distinguish your products by weight (e.g. frozen products are a weight of 1, regular products are a weight of 0) then you could use
Formula-Based Shipping for this. Just set up a total-based charge like this:
0-1499.99 = 200
Rule: Weight of cart = 0-0.99
You can then set up a similar rate for when the cart weight is 1-99999. If that doesn't seem like it would work, you can use
Category & Product-Based Shipping to set charges based on individual products or categories. It works similarly in terms of the rates it can create.
