Point of sale merchandising - is there a way to add it

Is there a way to add a "Before you checkout can we interest you in one of these?" as an intermediate link before buyer gets to checkout page?

There's probably a specific term for it and someone may have built an extension - I just cant find one.

Would adding a banner with featured products in the top of the checkout page achieve the same for you?
