Limit billing and delivery address for new customers

Is it possible out of the box or an extension to force all new customers to have the same shipping as their billing address?
I have a client who is worried about preventing fraud and this is the only sensible way to do this.
New customers only, after their first successful purchase (or after 30 days for example) they can move to another group which allows unrestricted access.

It's possible with a mod yes, not sure there's one already.

i would like to be able to limit certain customers to only use billing address as delivery
(i also plan to lock all billing address's by removing the option to add new, they can change by request if needed)

i have only repeat customers but sometimes i have problems when they use an alternative delivery address,
i would then like to lock their account so they can only use billing address for delivery if i do have an issue when they use an alternative address, by removing the option to add new delivery address.

this would be a very useful mod for every store, especially if the dev made it so you had a choice to allow alternative delivery address based on different or a combination of conditions, such as money spent over total orders, number of orders and how long they have been registered and even location, with also an option to allow or disallow on each customer individually or in each group
