I believe it is for the fraud checking - You can mark certain customers as being safe to deal with, thus avoiding certain security checks when they buy/pay (if you use MaxMind's fraud protection)

Total e-commerce newbie bravely testing OC v2.0.3.1 before rolling it live...getting there slowly, somehow. Maybe not. I dunno.
