Need help setting up sales tax on 1.5.6.4

Friends,

I have used OpenCart for a long time and have never had a problem with sales tax. I built a new store with 1.5.6.4 and have not been able to get the taxes configured correctly.

I need taxes configured for Texas. What are the correct settings?

(As a note, I installed an additional clean install on a subdomain with no mods to configure taxes, and was not able to get that to work either... )
