[solved] Make custom theme responsive

We have an existing website which we need to make responsive. We will provide a mockup of the master theme and we then require someone to do the following:

1. Implement relevant HTML/CSS/JS to make all pages full responsive.
2. Adjust the menu to automatically display as a "tap to show" button on mobile devices.
3. Adjust the menu to scale down/adjust slightly for tablets and other medium-size screens.
4. Hide elements (we can provide a list) at various screen sizes, particularly on mobile.

The site can either be done through responsive means, or by using a plugin. It doesn't matter if the site looks a little different, but obviously it still needs the same basic colour scheme, logo and fonts.

The main thing is that it needs to still be functional on mobile devices (allowing users to check out as per the desktop site, including all of the same shipping and payment options).

Looking for the fastest and easiest way possible to achieve this. We've done this many times ourselves but don't have the time for it at the moment. Our budget is $200 AUD.
