Kickstarter style section for trusted mod devs

i would like to see a kikstarter style setup on opencart.com for TRUSTED mod devs.
A section where trusted mod devs can basically take pre-orders
or at least run a poll to see how many opencart users would be interested in a mod before they develop it.

i think many devs must have it really hard when it comes to time management,
as knowing where to invest your time rather than waste it,
i think if devs had a section where they could get quick feedback or even preorders to determine the demand for a mod,
it would better help them decide whether creating that specific mod is actually worth their time.

i would not think it ideal for anyone to be able to post/advertise as this would just open it to nonsense,
but for trusted devs this would be ideal, as people would also know the dev is trusted and likely to stick to timeframe and features etc.
devs could also then maybe take pre-orders at discount, and maybe ask customers what they value the mod to help dev price it better once they have completed the mod, this would also give the mod a few users for testing the mod so dev can iron out any bugs.

many times you see multiple people searching for a certain mod, this would allow them to come to one place to find a dev to create the mod, which should lower the cost of the mod being produced initially, and provide more incentive for devs to act more quickly once they can see there is a demand for specific features.
