Can't create categories

I've been trying to add categories to my site and although I fill all boxes, then click "Insert", no categories are inserted.
I've set up file permissions to 777 with still no success.

I'm on 1and1 webhosting.
What am I doing wrong ?

Did you delete the German language?

If not, please do.
