point to a sale page with items on sale

Hi, I have this site that I set up for my client
http://www.shopmyfairladyla.com/

and they wanted a sale banner as below, how would I point to a PAGE on the site where all items on SALE would show up on it?

Is this easy to do?

Are they set up with a "special" for the sale amount? If so and using the default template there is a link for that in the footer.
