The whole "Change product Similar Products settings" options block is an action that is executed only once when you click save/apply. It will always revert the values back to the initial values to protect you from accidentally overwriting the product settings unintentionally. This action is for changing the settings for multiple products. Every time you want to change the setting for multiple products you need to explicitly configure it before executing the action. You can configure individual settings on each product settings page.

when the module is Enabled in product page i see just loading_similar.gif
