You could look at weight based shipping (may have issues, check the forums) or zone based shipping (more complex). Set the weight of each item to be the amount, in kg, that you want to charge for shipping it and set the rate as $1/kg

Items that are free to ship could have 0kg as their weight.

Check the forums for lots of instructions on how to set these up.

It is in the product admin at the bottom of the data tab.

By the way, my suggestion of using zone based shipping was not a good one. The zone based one uses ranges of weights and would not work for you....  :-[

The weight base shipping contribution is the only one that will work as it calculates cost = weight * rate. Test it carefully though. I have seen comments that it does not work properly but cannot confirm as I have never tried it.

Found it.. look here http://forum.opencart.com/index.php/top ... ml#msg4656

strange, they were in my default installation... but in your admin, from the menu

Admin->Configuration->Localisation->Weight Class

Add a new one for kg.

General Tab (for each installed language)
Weight Title: Kilogram(s)
Weight Unit: kg

Data Tab
Gram(s): 1000.0000
Ounce(s): 35.2739
Pound(s): 2.2046
