Missing closing tags

At some time - I dont know when - my store has stopped generating closing body and html tags i.e.
</body></html>
As most browsers will display pages without these tags I didn't notice when this happened.
I'm aware of it now only because an extension I want to use depends on these tags so won't work without them.
I have disabled all my extensions in turn but this did not identify the problem.
I have modified my theme footer.tpl over the years and so I have gone back to every version since I started but this did not restore the missing tags.
Does anyone know where I should be looking - where are the closing tags generated?

I really should have thought of that but I can't understand where it went to on previous versions of this file.
