There is no step by step process for SEO. You will have to slowly work it out by optimizing all your websites, then your contents, and work on promoting your site. Don't waste your cash hiring consultants as they would probably be getting back on the same things.

MarketingSG is right and if still you want to hire S.E.O person then must check his track record.

You might want to start by reading the other topics about seo in the forums such as mine http://forum.opencart.com/viewtopic.php?f=10&t=80716 and do some general research on the web.

Running Opencart v3.0.3.9 with multi-stores and the default template from https://www.labeshops.com which has links to all my stores.
