Flat Rate + Free shipping with wrong VAT calculation

Shop is running 1.5.6.1 version. For the finally test to launch my site I see a strange VAT calculation in shopping cart + checkout total.
I run the default included shipping module Flat Rate + Free shipping (flatplusfree.php), with this settings:
Cost: 4.9173
Tax Class: 21%
Status: enabled
free From: 25
Sort Order: 1
Setting of order total:
Shipping Estimator: disabled
Status: enabled
Sort Order: 8
In the shopping-cart + checkout I see the shipping cost with 0% VAT: 4,92€

Does anyone of you have an idea what I do wrong?
All the VAT calculations are correct without this one.

Yes otherwise there would be more VAT errors with 0%, but there are not.
Works great only not as mentioned/described.

Default I work in FF latest version. I've checked in other browsers. Nothing todo with browsers. It is only the VAT value/amount what is missing in order total.

Well, its flatplusfree.php does seem to be the culprit.

flatplusfree.php is not a default shipping module. You should contact the author of it to confirm that it does not have a bug in it.

Beyond that, make sure your "Shipping" line item comes before the "Taxes" line item. Otherwise, taxes are being calculated before the shipping cost is.
