I am having this same issue. Tried clearing cache/cookies to no avail. I have US Dollar configured as the currency but suddenly British Pound is being displayed even though I have this particular currency disabled.
The areas I have verified are:
System :: Settings :: Local > Currency = US Dollar
and
System :: Localization :: Currency > US Dollar (Default)
Please let me know if there is anything else I should check.
I am using the latest version of OpenCart and have the sample products installed.

i'm still having the same problems
when i try to login to admin with cookies off it gets stuck and it does not login in
when i turn them to low levels on the default does not change
i looked at the other solutions and they do not work
considering asking someone on the forum who has successfully changed to login in under me and change it
If there is a not an simple easy way to change this in the next edition people will die
.......or more newbies like me will clutter up the forums
can someone write the guide to change dfault currency and make it a very obvious and making it a sticky topic would be good

1. Set the currency you want in the catalog side. This is your "customer session"
2. Set the currency you want as the default. This is your "admin & future default customer session"
3. Set the default currency to 1.000000
4. All future customer sessions will use the default currency from now on. Existing sessions will still have the original currency that they first had when the main site loaded until their session expires.
If you change the default currency on the admin side, of course it is not going to change the currency on the catalog side for existing sessions. That is the whole point of a currency selector. So that if you support multiple currencies, then multiple people can choose their own currency while browsing your site simultaneously. You don't want customers currency selection to change while they are shopping just because you changed it in the admin.
