Im really confused with the shipping in OC

What we need to do is:
Set different shipping rates per groups of postcodes - ie for the UK Highlands and Islands @ rate a, Mainland @ rate B.
We also need to offer free shipping on both areas over £x amount.
We also need to add shipiing rates for each country by weight range

Is there a mod that can do this or is it built into OC?

Also, is there any way OC can work on free shipping on the subtotal + VAT rather than just the sub total?
The reason I ask is that we sell items that are vat free and some with vat.
Really we just want to offer free shipping over a certain level, not a SUB total.

Something else we will need to do, is to sell chilled and frozen foods which will need a surcharge added automatically by the store when a frozen item is added.
We need it to add 1 surcharge of say £3.00 per frozen order, not per frozen item.

You don't really need a single shipping module for this. You would use multiple modules together and based on the cart conditions, these would hide/show appropriately.

For the postcode and country weight rate shipping there is the Zone Plus mod. You can also set a subtotal range for free shipping to show

It sounds like Q's extension would work for you, except for the frozen foods surcharge. You could create that as its own line item using Category-Based Fee/Discount, or if you want to wrap it into the shipping cost itself, use Category-Based Shipping. Both can charge based on the total as determined by the "Taxed Sub-Total", which sounds like what you want.

Would the category based shipping show the extrafrozen charge as something other than delivery?
Ie, Frozen box charge?

Im hoping this will do the job.
Another issue we need to cover if possible, for chilled and frozen - can we insit that they order a minimum amount from just that category?

It can be assumed that all text can be changed to whatever you want.

1. Yes, as Qphoria says, the text can be whatever you want. However, note that OpenCart only allows a single shipping line item, so you'll need to choose either "Shipping" or "Frozen Box Charge". If you need those on separate line items, you'll need to get an Order Total extension like I suggested.

2. You could disable the shipping options if the customer did not order a minimum for a category, and the cart will then show its "no shipping methods" error message. You can edit this text in /catalog/language/english/checkout/checkout.php

Thanks for that.

Im trying to sort it so that we have 4 shipping zones for the UK and getting stuck.
Ive managed to sort the UK mainland out to give shipping at one price and free over a limit.

Next I need to specify a zone each on postal codes for highlands, islands and Northern Ireland, (all part of the UK) all with different shipping rates.

How would I go about doing this?
I did try to put a support request through your website but the security code thing won't let me past that point

If you wanted to restrict rates by postcode, you would duplicate the UK rate (assuming it's a geo zone associated with all UK areas) and then use the "Postcodes" field in the "Cart Criteria" column to restrict it to certain postcodes. For example:

Title: Highlands Shipping
Geo Zones: UK
Postcodes: AB37, IV1-28, IV40-49, etc.
Rate Type: (as desired)
Cost Brackets: (as desired)
