Is there anyway (code or extension) that I can set the special time to be recurring once it reaches 0. Also it there a way to set a end time for the specials?

the specials date end can be set to all zeros to allow it to be infinite

unfortunately, no. You will probably have to consider going in once in awhile to update the values
