Sorry, couldn't find any options for flat rates nor topics to explain.

Which is the best way to set the following table rates for shipping?
up to €7 purchase price – €1.50 postage
under €39 purchase price – €3.50 postage
from €39 purchase price – €10 postage

thanks for any advice to a novice.

If you need rates based on the order total, you can use Total-Based Shipping.
