OC default FedEx shipping module setup

Hi,

I want to make sure, the default FedEx module for shipping in Opencart how do you set it up? we do have an account with FedEx in South Africa but I have seen I need to open an account on the FedEx developers site:

http://fedex.com/us/developer/solutions.html

to obtain the keys for the API, is this how you set it up even if your not in the US?

I have a problem setting up fedex too. I copied all credentials i was given by fedex but i still get an error message when checkout.
