How can I change "City" to City/Town/Area/Location user form

Pls. How can I change "City" to City/Town/Area/Location on the user register form. I want to be able to capture their real location in a particular City; Some people are living in outsket area of a city having their shipping rate differences. Thank you.

If the shipping rates can be defined using postcodes, you could also use Formula-Based Shipping without having to worry about changing the City field.
